Introduction
There are 106 Cooperative Societies of different types and categories in the District having participated of more than ten thousand families related with the subject. The Cooperative Marketing Society, Consumer Cooperative Stores and primary Agriculture Societies are playing a vital role in the marketing of Consumer / furnishing items and arrangement of fertilizer and at present position of the cooperative institutions scattered in far flung areas throughout the District are as under :-

Marketing Cooperatives
A) Supply of Vegetable to Army.
The cooperative Farming and Marketing Society Ltd. Pashkum Kargil was assigned supply of vegetable to the Army during the year 2003-04, which was completed successfully and supply of vegetable worth Rs. 53.63 Lacs.
B) Marketing of Fertilizer
The Marketing Cooperative after arranging the fertilizer stocking at block Headquarters and also arranges the distribution of fertilizer to the farmers through Consumer Cooperative Stores/primary Agriculture Societies in every village of the District.
Consumer Cooperatives
Out of the total None (9) Consumer Cooperative Stores Seven (7) Consumer Stores are functional in the District. The Consumer Stores arranges essential Commodities, furnishing items and fertilizers at all the Block Headquarters. Quality Consumer goods at reasonable rates are made available to the public by these consumer Cooperative Stores and plays a vital role in checking the market rate and ensure availability of essential Commodities.
Meat Dealer Cooperatives
The Meat Dealer Cooperative Society Ltd. Kargil is playing a vital role in making available of meat particularly during winter months.
Procurement and Supply of fresh Vegetable/Fruits.
During the current year procurement and supply of fresh Vegetable/Fruits worth Rs. 2.17 Lacs to the Public during winter months upto ending 03/2004.

The Mechanical Engineering Department Kargil has initially been created to assist and redder services to all PWD Engineering Division, and Non-Engineering Department in the District in facilitating execution of various developmental works of the District in order to meet the requirement of their department, the major achievement achieved in Mechanical Engineering Department Kargil during the 10th Five Year Plan are as under :-
1. Procurement of constructional machinery and heavy earth moving machineries equipment such as Diesel Road Rollers, Back hoe loader, Air-compressors, Trucks, Bulldozers lift irrigation Pumps, for construction of roads, canals, bridges building, water supply schemes, life irrigation schemes etc. The running and maintenance of theses constructional machineries/vehicles are also being looked after by the Mechanical Engineering department Kargil.
2. This department also undertakes the major overhauling of heavy earth moving machinery in order to enhance the life span of the equipment to ensure better use of the Machinery.
3. The Snow clearance works of Kargil-Zanskar road (234KM) with the help heavy earth moving machinery is being done by this department besides Snow clearance of Kargil Town during winter season.
4. This department is also responsible for running and maintenance of lift irrigation pumps in the District as and when needed by the District Administration and new schemes are being proposed, and commissioned as per the requirement.
5. The running and maintenance of central heating system of District Hospital without any breakdown during winter is also undertake by the Department, Since last five year. Extension of heating facility to newly constructed casualty-cum-administrative block is being executed and likely to commissioned during the current year.
6. Mechanical Engineering Department is revenue earning Department and during 9th Five Year Plan. It has earned and amount of Rs. 163.50 Lacs and stands remitted to State revenue. During 10th five year the department has deposited the following amount in Treasury as revenue.

INTENSIVE CHILD DEVELOPMENT SCHEME
Introduction
The ICDS scheme envisages an in integrated delivery of certain services (supplementary Nutrition, Immunization, Health Checkup, and Referral services, Non-formal Pre-School Education and Health and Nutrition Education) to pre-school children, pregnant and nursing mothers. Health and Nutrition Education is to be extended to all women in the age group of 15-45 years. In addition to improvement in the health and Nutritional status of children, the schemes aim at reduction of the incidence of School dropouts and laying the foundation for proper psychological, physical and social development of the child.
ICDS Programme in the District was started when the Ist ICDS Project Kargil was sanctioned in 1979-80. Presently all the 7 Revenue block of Kargil District are cover under the scheme and the entire block have presently their own ICDS Projects.
Activities
During the financial year 2003-04, an amount of Rs. 24.97 Lacs were released under Nutrition scheme by the Deputy Commissioner / CEO, LAHDC Kargil in favour of all 7 ICDS Projects of Kargil District. This was sufficient to cover 4950 beneficiaries.
During the current financial year 2004-05 an amount of Rs. 21.83 lascs has been proposed and accordingly approved to provide Supplementary Nutrition to the proposed beneficiaries of 4950. The Deputy Commissioner/CEO LAHDC Kargil has released 50% funds of the total approved Plan of Rs. 21.83 Lacs out of which Rs. 3.10 Lacs has been incurred expenditure upto ending August 2004.
Major Projects under taken
No such major Projects have been under taken till date. However 9 buildings for Anganwadi Centers have been constructed by the Rural Development Department Kargil under Border Area Development Programme, which have been completed and handed over to the ICDS Projects of Kargil / Drass / Shakar-Chicktan.

Labour Department (Civil) was established in the year 1971 in Kargil. After getting the status of District Shri Aga Mohd Hassan was appointed as Assistant Labour Commissioner in the year 1982 who served here till retirement in 1999.
Activities
The main purpose of Labour Department is to implement various Labour Laws and to decide various Labour related problem. So it is a Quazi-Judicial body. Assistant Labour Commissioner has the power of a civil court for certain purpose. Due to non existence of Industries etc. the work load is very low. Under the various labour Acts follow activities are carried out.

Introduction
The District Employment Officer being the main function of the Employment Exchange is to make the registration of the job-seekers of make submission of these candidates to the various intending officers of the State and Central Government and the public sector under taking also against the various vacancies notified by them to the Employment Exchange and effect the placement during the last year 2000-2001, 96 Teachers have been recruited under the Chairman Ship of District Dev. Commissioner Kargil. Now the 50 posts General line teachers B. Sc/Medical/N. Medical and B.A Math shall be recruited by the District Dev. Commissioner Kargil, which has been recently advertised by this office and good number of application has been received in this office and shall be filled up locally qualified candidates are available, in case of non availability of local candidates these posts are to be filled up from other District where as applications have been received. Moreover 30 posts of General line teacher has been notified by Chief Education Officer Kargil for District carder post which will be advertised by this office very soon
State Self Employment Scheme
In order to
implement the state self Employment Scheme which can prove a great been to educated
un-employment Youth of the District the adequate infrastructure is the most essential
aspect and the absence for the same has been only reason to hampers the achievement of
earmarked targets.
Moreover the achievement of earmarked target under State Self Employment Scheme depends upon identification, motivations and true education of un-employment Youth which is not possible with out intensive tour where non- availability of departmental vehicles does effect badly the programme, oil need for 0.30 lacs proposed for the year 2001-2002 against the said amount Rs.25% has been released so far which is un-sufficient, with the result this office is not in a position to response to the Director Employment and Commissioner/Secretary to Government about and Employment directed to visit regularly all the Tehsil head quarter falling their respective jurisdiction for making on spot registration of un-employed Youth vide circular No.EMP/21/200/un-employed Youth dated:30.3.2000.
