Integrated Child Development Services (ICDS)

The Integrated Child Development Services (ICDS) Scheme, launched on October 2, 1975, by the Government of India, is a flagship program under the Ministry of Women and Child Development aimed at addressing the holistic development of children below 6 years, pregnant and lactating mothers, and adolescent girls. In Kargil district, a geographically challenging and remote region of the Union Territory of Ladakh, the ICDS Department plays a critical role in improving health, nutrition, and early childhood development outcomes for vulnerable populations in rural, tribal, and urban areas.

Objectives

The ICDS in Kargil focuses on achieving the following key objectives:

  • Nutritional Improvement: Combat malnutrition by providing supplementary nutrition to children aged 6 months to 6 years, pregnant women, and lactating mothers, addressing issues like stunting, wasting, and under nutrition prevalent in the region.
  • Health and Immunization: Facilitate regular health check-ups and immunization to reduce infant and maternal mortality rates, ensuring access to essential healthcare services in a region with harsh climatic conditions and limited medical infrastructure.
  • Early Childhood Education: Promote cognitive, social, and motor skill development through non-formal pre-school education for children aged 3–6 years at Anganwadi Centers (AWCs).
  • Maternal and Adolescent Empowerment: Educate mothers and adolescent girls on nutrition, health, and hygiene practices while providing vocational and life skills training to enhance their socio-economic well-being.
  • Community Engagement: Foster community participation through Anganwadi Workers (AWWs) and Helpers (AWHs), who are local women serving as frontline workers to bridge gaps between government services and beneficiaries.

 

Operational Framework

The ICDS Department in Kargil operates through a network of Anganwadi Centers (AWCs), which serve as the primary delivery points for services. These centers are strategically located across rural and tribal areas to ensure accessibility, despite challenges posed by Kargil’s rugged terrain, high altitude, and extreme weather conditions, including harsh winters. The District Programme Officer (DPO), ICDS Kargil, oversees the implementation of the program, coordinating with Child Development Project Officers (CDPOs) at the block level, supervisors, and AWWs/AWHs. The department collaborates with other sectors, such as health, education, and rural development, to deliver integrated services, including:

  • Supplementary Nutrition Program (SNP): Providing hot cooked meals, take-home rations, and food grains to address caloric and protein deficiencies.
  • Health Services: Conducting immunization drives, growth monitoring, and referrals to Primary Health Centers (PHCs) for advanced care.
  • Pre-school Education: Offering play-based learning to prepare children for formal schooling, critical in a region with high dropout rates.
  • Community Outreach: Organizing awareness campaigns on nutrition, sanitation, and women’s health, tailored to Kargil’s cultural and linguistic context.

The Integrated Child Development Services (ICDS), under the Ministry of Women and Child Development (MWCD), delivers nutrition, health, and education services to children (0-6 years), pregnant women, lactating mothers, and adolescent girls through Anganwadi Centers (AWCs). Mission Poshan 2.0 and Mission Shakti are key centrally sponsored schemes (CSS) under ICDS department.

1. Mission Poshan 2.0

 

Overview: Launched in February 2021, Mission Poshan 2.0 integrates the Poshan Abhiyaan (National Nutrition Mission), Supplementary Nutrition Programme and Palna Scheme (National Crèche Scheme) under ICDS. It aims to combat malnutrition by improving nutritional outcomes for children (0-6 years), adolescent girls (14-18 years), pregnant women, and lactating mothers.

 

Key Components:

 

  • Poshan Abhiyaan: Focuses on reducing stunting, wasting, and under nutrition through convergence with health, water, sanitation, and education sectors. It emphasizes technology-driven monitoring (e.g., Poshan Tracker) and community engagement.
  • Supplementary Nutrition Programme: Provides hot-cooked meals, Take Home Ration (THR), and morning snacks at AWCs to address caloric deficiencies.
  • Saksham Anganwadi: Upgrades AWCs with improved infrastructure, including WASH (Water, Sanitation, and Hygiene) facilities, to support nutrition and early childhood care.
  • Palna Scheme: Offers daycare services for children of working mothers, often integrated with AWCs as Anganwadi-cum-Crèche (AWCC) centers.

 

2. Mission Shakti

Overview: Launched in 2021 for the 15th Finance Commission period (2021-26), Mission Shakti is an umbrella scheme for women’s safety, security, and empowerment. It comprises two sub-schemes: Sambal (safety) and Samarthya (empowerment). The District Hub for Empowerment of Women (DHEW) and One Stop Centre (OSC) are key components under Sambal, integrating with ICDS to support women and girls at AWCs.

 

Key Components:

 

  • Sambal Sub-Scheme:

 

One Stop Centre (OSC): Provides integrated support (medical, legal, counseling, shelter) for women affected by violence. OSCs link with AWCs to support pregnant women, lactating mothers, and girls under 18, aligning with ICDS services like PMMVY and Palna.

 

Beti Bachao Beti Padhao (BBBP): Promotes girl child survival and education, using AWCs for awareness and service delivery.

 

 

  • Samarthya Sub-Scheme:

 

District Hub for Empowerment of Women (DHEW):

DHEWs serve as nodal points for women’s empowerment programs. They coordinate with AWCs, OSCs, and other stakeholders to ensure convergence of schemes like PMMVY, BBBP, and SAG. DHEWs facilitate training, awareness, and monitoring of ICDS services, ensuring women and girls access nutrition, health, and empowerment programs.

 

 

Pradhan Mantri Matru Vandana Yojana (PMMVY): Offers ₹5,000 in cash incentives via Direct Benefit Transfer (DBT) to pregnant women and lactating mothers for nutrition and health, delivered through AWCs.

 

Palna Scheme: Integrated with Mission Poshan 2.0, it provides crèche services at AWCs for working mothers.
