Food, Civil Supplies and Consumer Affairs (FCS&CA) Department

The Food, Civil Supplies and Consumer Affairs (FCS&CA) Department, Kargil plays a vital role in ensuring food security and consumer welfare across the district. As the department is function since 1970, it is entrusted with the distribution of essential commodities such as fortified rice, fortified flour (atta), sugar, kerosene oil, etc—through an extensive Public Distribution System (PDS).

 

With over 192 sale centres serving more than 115500 in Kargil, the department operates under various categories including PHH (Priority Households), AAY (Antyodaya Anna Yojana), and NPHH (Non-Priority Households). It has successfully implemented 100% eKYC of registered beneficiaries, enhancing transparency through e-POS machines.

 

AAY households, which constitute poorest of the poor are entitled to 35 kg of foodgrains (Rice/Wheat) per family per month, Priority Households (PHH) are entitled to 5 kg per soul per month. Non-NFSA  (NPHH-Non-Priority Households) not covered under NFSA and are generally not eligible for subsidized food grains under NFSA but may receive food grains under Non-NFSA.

 

The Department distributes ration commodities to all categories of beneficiaries on a monthly basis through PoS-machines, following biometric, IRIS, or OTP-based authentication.

The Supply Chain Management (SCM) system is being implemented through the Smart PDS module of the AePDS portal in the month of June 2025 in UT-Ladakh.

Roles and Responsibilities – Department of FCS&CA, Kargil

  1. Assistant Director.
  • Acts as the Head of Office at the district level.
  • Responsible for overall supervision of departmental activities and developmental schemes.
  • Exercises financial powers including budget allocation, drawing, and disbursement of funds.
  • Oversees the procurement, storage, and distribution of ration commodities, especially for winter-stocked zones and remote areas.
  • Ensures smooth functioning of rationing operations across the district.

 

  1. Chief Inspector.
  • Supervises the monthly allotment and lifting of food grains and K. Oil from FCI and IOCL.
  • Monitors dispatch and supply of commodities from the Main Store HQ to all sale centres.
  • Ensures accurate data entry and monitoring on PDS portals.
  • Reviews supply chain performance and address discrepancies.

 

  1. Tehsil Supply Officer (TSO).
  • Supervises operations in sale outlets within their respective Blocks/Circles.
  • Ensures timely delivery and proper distribution of ration commodities as per allocation.
  • Verifies monthly offtake statements, and ensures proper remittance of sale proceeds to the Treasury.
  • Handles public grievances and applications regarding ration cards (issue, modification, transfer, etc.).

 

  1. Store Keeper.
  • Receives monthly food grain allocations as per the department’s schedule.
  • Distributes rations to beneficiaries through POS machines at assigned outlets.
  • Maintains monthly sales and stock records and submits them via the TSO to the Head Office.
  • Ensures monthly remittance of sale proceeds after TSO verification.
  • Maintain and update PDS records, stock registers,

 

  1. Assistant Store Keeper/ Shali-Clerks.
  • Assists Store Keepers in managing day-to-day operations at sale outlets.
  • Supports additional duties related to stock handling and public service delivery as assigned.

  • Help in record management and public correspondence.

 

  1. Chowkidar / Watchman / Weighman (Class IV Staff)/Helpers:
  • Responsible for security and safeguarding of departmental stores, stock and Office building.
  • Assist in physical handling and weighing of Ration commodities under the supervision of the Store Keeper.
  • Ensure proper upkeep and safety of sale centres during operational hours.
  • Provide support in maintaining stacking, etc. of food grains at stores.
  • Assist during unloading, stacking, and distribution of rations at sale centres.
  • Help ensure smooth stock movement during ration sales and storage.
  1. National Food Security Act, 2013

As per Act, the eligible beneficiaries under priority households are entitled to receive 5-Kgs of food grains per beneficiary per month. However, the existing beneficiaries under Antyodaya Anna Yojana (AAY), which constitute the poorest of the poor, continue to receive 35 kg of food grains per household per month.

Since January 2023, this Department has been issuing rice and wheat free of cost to NFSA beneficiaries under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY). However, an amount of ₹1.33 per Kg is being collected from NFSA beneficiaries as grinding charges for Atta.

Under NPHH category the beneficiaries are provided foodgrains at a scale of 05 kg/beneficiary per month at a subsidized price of Rs.13 per Kg for Flour/Atta & Rs.15 per Kg for Rice.

 

  1. Ladakh Food Security Scheme (LFSS).

 

Ladakh Food Security Scheme (LFSS), which provides additional fortified rice to families thereby addressing nutritional needs. To provide additional foodgrains to the beneficiaries under NFSA, the Government has introduced Ladakh Food Security Scheme (LFSS) providing additional 5 Kgs of rice to registered beneficiaries having family size from (01) one to 09 (Nine) over and above the NFSA scale. Under LFSS the foodgrains are procured at OMSS Rates from FCI and then distributed among the beneficiaries as per the below sale rate @ Rs.17.50 per Kg for Rice (subject to state variation). The total entitlement of food grains shall be based on the family size, subject to a maximum of 50 kg per Ration Card, including both NFSA and Non-NFSA quotas.”

  1. Sugar Subsidy to States/UT for distribution of Sugar under PDS for AAY families.

Under this scheme, AAY families are provided 01 Kg of Sugar/household/month. Procurement of Sugar is made through National Agriculture Cooperative Marketing Federation of India Limited (NAFED). Further, the PDS Sugar meant for AAY families be provided at the retail price of Rs. 13.50/Kg as fixed under the scheme by the Ministry of consumer Affairs, Food and Public Distribution, GoI.

 

  1. Subsidized Kerosene Oil.

Under this scheme, AAY/PHH & NPHH households are provided Subsidized Kerosene Oil (SKO):
