The Food, Civil Supplies and Consumer Affairs (FCS&CA) Department, Kargil plays a vital role in ensuring food security and consumer welfare across the district. As the department is function since 1970, it is entrusted with the distribution of essential commodities such as fortified rice, fortified flour (atta), sugar, kerosene oil, etc—through an extensive Public Distribution System (PDS).
With over 192 sale centres serving more than 115500 in Kargil, the department operates under various categories including PHH (Priority Households), AAY (Antyodaya Anna Yojana), and NPHH (Non-Priority Households). It has successfully implemented 100% eKYC of registered beneficiaries, enhancing transparency through e-POS machines.
AAY households, which constitute poorest of the poor are entitled to 35 kg of foodgrains (Rice/Wheat) per family per month, Priority Households (PHH) are entitled to 5 kg per soul per month. Non-NFSA (NPHH-Non-Priority Households) not covered under NFSA and are generally not eligible for subsidized food grains under NFSA but may receive food grains under Non-NFSA.
The Department distributes ration commodities to all categories of beneficiaries on a monthly basis through PoS-machines, following biometric, IRIS, or OTP-based authentication.

The Supply Chain Management (SCM) system is being implemented through the Smart PDS module of the AePDS portal in the month of June 2025 in UT-Ladakh.
