Industries & Commerce Department

The District Industries Centre, has been established with the purpose of promoting Micro Small and Medium Enterprises in the District which contribute significantly for the economic growth of the districts and also boosts the tempo of employment opportunities by implementation of the central and state governments of the various schemes and programmes. DIC’s provide full assistance to the entrepreneurs who are going to start the business on their own and in their regional places. The DICs program was started in the year of 1978-79.

The aim of DIC is to promote Industrial Development in the District, in order to generate employment opportunities, by facilitating entrepreneurs in establishing Micro, Small and Medium enterprises by improving necessary conditions like infrastructures development, skill development and providing financial support in the form of incentives to the prospective entrepreneurs. The district industries centre is also one of the implementing Agencies of Prime Minister Employment Generation Programme (PMEGP) in the district.

PM’s Employment Generation Programme (PMEGP)

 

  • PMEGP is a credit linked online scheme for providing sustainable employment to the youth through setting up of micro enterprises in rural as well as in urban areas launched by Govt. of India during 2008-09.

 

  • The Scheme is implemented through KVIC and State KVIBs in Rural areas and through DICs in Urban and as well as in Rural areas.

 

  • The government subsidy is provided by KVIC directly into the account of the beneficiary (DBT). However, earlier the subsidy was routed through the designated nodal banks and the procedure stands amended by M/o MSME GoI w.e.f 01.05.2016.

 

  • Individuals (above 18 years of age), Self Help Groups, Institutions registered under Societies Registration Act, Production Cooperative Societies, and Charitable Trusts are eligible for taking benefit under the scheme.

 

  • Maximum cost of the project/ unit admissible under the scheme in manufacturing sector is Rs.50.00 lakh and in business/ service sector is Rs.20.00 lakh.

 

  • Only new units are considered for sanction under the scheme.

 

 

  • The subsidy under the scheme ranges from 15% to 35%. The beneficiary contribution required is 5% to 10%. The balance amount of the project cost is provided by the banks as term loan and working capital.

 

  • e.f 01.05.2016, all the manual application procedures have been dispensed with and the M/o MSME GoI has developed an e Portal viz kviconline.gov.in for applying online for availing benefits under the scheme.

 

Pradhan Mantri Formalisation of Micro Food Processing Enterprises Scheme (PMFME)

Upgradation of Individual Micro Food Processing Units (New/Upgradation)

  1. Credit Linked Subsidy

Individual micro food processing units desirous of upgradation of their unit can avail credit-linked capital subsidy @35% of the eligible project cost with a maximum ceiling of Rs.10 lakh per unit. The beneficiary contribution should be a minimum of 10% and the balance should be a loan from a bank.

  1. Capacity Building /Training support for the micro enterprise

Training support would be provided to individual units that are being provided support for capital investment. The training support would also be provided to other existing units in the districts that are processing ODOP products.

The following are the focus areas for capacity building under the Scheme:

  1. Entrepreneurship development, essential functions of enterprise operations, marketing, bookkeeping, registration, FSSAI standards, Udyog Aadhar, GST Registration, general hygiene, etc.;
  2. Specific training designed for ODOP product or the product produced by the unit including operations of necessary machines, hygiene issues, packaging, storage, procurement, new product development etc.

 

 

PM VISHWAKRMA SCHEME

 

A significant section of the workforce of the Indian economy consists of artisans and craftspeople who work with their hand and tools, are usually self- employed and are generally considered to be part of the informal or unorganized sector of the economy. These traditional artisans and craftspeople are referred to as ‘Vishwakarmas and are generally engaged in Occupation like Blacksmiths, Goldsmiths, Potters, Carpenters etc. These skill or occupations are passed from generation to generation following a guru-shishya model of Traditional training, both within the families and other informal group of artisans and craftspeople. In the above backdrop PM Vishwakarma, a Central Sector Scheme, was launched on 17th September, 2023 by the Prime Minister to provide end-to-end support to artisans and craftspeople who work with their hands and tools. The Scheme covers artisans and craftspeople engaged in 18 trades, viz. Carpenter (Suthar/Badhai), Boat Maker, Armourer, Blacksmith (Lohar), Hammer and Tool Kit Maker, Locksmith, Goldsmith (Sonar), Potter (Kumhaar), Sculptor (Moortikar, stone carver), Stone breaker, Cobbler (Charmkar)/ Shoesmith/Footwear artisan, Mason (Rajmistri), Basket/Mat/Broom Maker/Coir Weaver, Doll & Toy Maker (Traditional), Barber (Naai), Garland maker (Malakaar), Washerman (Dhobi), Tailor (Darzi) and Fishing Net Maker.

 

Key Benefits Offered

  1. Recognition: PM Vishwakarma certificate and ID card.
  2. Skill Upgradation: Basic (5-7 days) and Advanced (15+ days) Training with Rs. 500 stipend/day.
  3. Toolkit Incentive: Up to Rs. 15,000 in e-vouchers for Basic Skill Training.
  4. Credit Support: Collateral-free loans up to Rs. 3 lakh in two tranches with 5% interest rate and 8% government subvention.
  5. Digital Transaction Incentive: Re. 1 per digital transaction (up to 100 transactions/month).
  6. Marketing Support: Quality certification, branding, e-commerce onboarding, and other marketing activities.
  7. Udyam Assist Platform: Enrolment in formal MSME ecosystem.
