The Labour Department, Kargil aims at improving the working conditions and the quality of life of workers through laying down and implementing policies/programs/schemes/ projects for providing social security and welfare measures, regulating conditions of work, occupational health and safety of workers, eliminating child labour from hazardous occupations and processes, strengthening enforcement of labour laws and promoting skill development and employment services.
The department is the implementing agency of various Labour laws. The officers of the department conduct inspection of the Establishment to ascertain employee & employer relationship and to ensure that the provision of the labour laws mentioned below are implemented:-
Some of the important labour laws under implementation in Ladakh UT and brief write up about them is as under:-

Building and Other Construction Workers (RE&CS) Act, 1996 and Building and Other Construction Workers Welfare Cess Act, 1996: –
The Building and Other Construction Workers (Regulation of employment and conditions of services) Act, 1996 provides for registration of building workers. The registered construction workers under the Ladakh BOCWW (RE&CS) Acts become beneficiaries of the various welfare schemes which is as below.
Building and Other Construction Workers Welfare Cess Act, 1996:-
The Law provides for the levy and collection of Cess on the cost of construction incurred by the employers. The Labour Welfare Cess is collected @ 1% of the cost of construction excepting cost of land and compensation if any paid. The Cess is deposited by the employers/ agencies/ departments directly to Cess collectors (ALCs) and transferred to the Board.
Objective/vision:
- Ensuring good relationship between employer and employee through settlement of disputes, implementation of guaranteed benefits and rights to workmen employed in establishments and factories stipulated under the various labour laws.
- Eradication of child labour in hazardous process industries and mainstreaming of all forms of child labourers into formal education to children of 9-14 years of age and rehabilitation of bonded labourers.
- Ensuring registration, licensing and renewal of the shops & commercial establishments and contractors under various labour laws.
- Ensuring protection of rights and benefits to the workmen guaranteed under various labour laws.
- To provide social security to workers of unorganized sector.
- To provide immediate assistance to the beneficiary in case of an accident, to give financial assistance for education of the children of the construction workers, to give medical expenses for the treatment of serious sickness of construction workers under the different schemes of Building & Other Construction Workers Welfare Act.
